POLICE REPORT Officers Murphy #2238 and Driscoll #129 (3b15c) were dispacthed to the 400 block of Beale street to investigate numerous noise and explosion complaints. Upon arrival, they noticed that both ends of Beale street, from Harrison to Bryant, were closed to though traffic. As they continued in the main area they saw approximately 500 -1, 000 people in and about a video production show. The production was located at approximately 450 Beale. The officers contacted and apprised me of the situation. I responded to the scene to make an on site assessment . Upon arrival, I also noticed that both ends of Beale street had been closed off to through traffic by members of the production crew, they were standing guard at the entrance as I walked toward the video shoot I observed tagged production members charging a $10 admission at the gate within the gated area, there were approximately 500 people sitting on the viewing stands and standing about, watching the production spectacle, as I walked over to the parking lot, I saw numerous machines (e1-e23) operating independent and simultaneously. Some of the machines expended fire, discharged explosive, and incendiary projectiles, or made very loud noises. Operators of the flame throwing machines intentionally set a wood framed prop and other wood objects on fire. Fire battalion chief Morris #1699 and engine #8 were on scene as observers at this time. Chief MORRIS had no knowledge of any fire department permits issued to the video crew called 'Survival Research Laboratories. I contacted lt. Dillon #222, 3b203 and apprised him of the situation. He instructed me to locate the person in charge of the production and ascertain if there is a police department issued permit to operate in this capacity. . I subsequently located c-Dingle, the organizer, when the filming stopped. I asked if he obtained any police or fire department permits to operate the afore listed machines, or to close off Beale street .Dingle said he did not obtain any of the required permits. I asked Dingle for his identification and advised him that he had violated numerous police and fire codes. I also asked to speak with the set director Mark Pauline. Mr Pauline came over and also fully cooperated with my investigation Lt Dillon responded to the scene and took charge. He notified 3x300, captain Winters #1462 and apprised him of the situation. Captain Winters responded and took charge of the scene. The following notifications were made to the appropriate units to respond to the scene: 1) FIRE DEPARTMENT-ASST..... CRIME SCENE INVESTIGATION- INSPECTOR SHOREMSTEIN 3) HAZMAT UNIT/SFFD- DEPUTY CHIEF CERCOS#12 4) BUREAU OF ENVIRONMENTAL HEALTH-RICHARD LEE 5) ARSON TASK FORCE-INSPECTOR MOE#7 INSPECTOR MORHEEN #10 6) PHOTO LAB- INSPECTOR CARDINAL 7). BUREAU OF FIRE PREVENTION- CAPTAIN DE COSSIO 8) SGT.. PALMA #663 9) OFFICERS TONG #853 & T WALSH #1043 10) OFFICERS T GAN #448 AND K LAI #246 11 3B14C OFFICERS J KATO #692 AND C RECINOS #993 14) NUMEROUS TENDERLOIN AND CENTRAL UNITS CAPTAIN WINTERS DETERMINED WHICH VIOLATIONS WERE TO BE CHARGED AGAINST DINGLE. AFTER HE MADE AN ON SCENE ASSESSMENT AND CONFERRED WITH THE APPROPRIATE INVESTIGATORS I CITED DINGLE AT THE DIRECTION OF CAPTAIN WINTERS FOR THE CHARGES LISTED IN THE CITE SECTION. INSPECTORS MOE AND MORHEEN TOOK STILL PICTURES AND VIDEOS OF ALL THE PERTINENT PIECES OF EVIDENCE THE ITEMS WERE SUBSEQUENTLY RELEASED TO THE CARE OF DINGLE AND PAULINE. ADDITIONALLY CAPTAIN DE COSSIO (SFFD) CITED DINGLE AND PAULINE FOR TWO SAN FRANCISCO FIRE CODE VIOLATIONS. 1) 4.108.19- PERMIT FOR SPECIAL EFFECTS 2) 11.203 (A) UNLAWFUL BURNING ALL SOUTHERN AND OUTSIDE UNITS PROVIDE CROWD MANAGEMENT AND TRAFFIC CONTROL FUNCTIONS. NO VIOLENT OR PHYSICAL CONFRONTATIONS OCCURRED.
